Default would a Dominican being issued a US tourist visa make visas for Canada and UK likely?

Just wondering..if a Dominican is issued a Multiple entry 10 year visa B-1 Tourist visa to the USA...will this make it more likely of them being issued Tourist visas for the United Kinngdom and Canada?
Do these countries look at this?considering the USA is very strict on visas...

Each country has their own rules but I'm sure it would help to speed the process if they already have a US visa.

I would bet that , yes, it would greatly assist the process.

There is a caveat: He must not overstay his visits. A ten year visa does not mean you can stay for 10 years!. if he comes and goes like most visa holders do, he should have enough proof that he is staying here and not looking to hook into the Canandian or UK welfare systems..
