I read that to get married here in DR you need a Apostille from USA. If a person is a resident and lives here in DR permanent do they still need this paper?
If by "Apostille", you mean a letter proving your un-married status, you need one. But you can pay a fee to the marrying judge and have one prepared for you. Not expensive as I recall.
