Question admiralty, maritime law

Help Please!!

Can anybody tell me if the Dominican Republic has it's own admiralty or maritime law or do they follow any other nation's law. Could a petitory action be brought here or in the US? The US registered vessel concerned has been sold here in 1996 to a Dominican company, who paid import duty and registered the vessel with the Marina de Guerra. A bogus Bill of Sale dated 2002 has turned up from the original owners to another person in the US. As far as I know a person cannot sell the same thing twice and to two different parties.

Maritime matters are dealt with in Articles 190 to 426 of the Code of Commerce of the Dominican Republic.
