Does anybody know if the people of the DR can petition their government for redress of grievances and which law covers this?

Default In answer to your question

HOWMAR, I have been talking to a number of people here in El Seybo and they agree that the Dept of Ed should in fact teach the Spanish alphabet to the children before the first grade or at least in the first grade and that they should teach the entire alphabet. I suggested they draw up a petition and submit it to the Dept of Ed but I don't know if they have the right or availability to this recourse as we do in the US. That is the reason for my question.

That's an excellent question and for once it might be a path to solve a problem rather than endlessly debating the causes and effects of the problem.

Rellosk, EVERYONE that I have talked to here in El Seybo said they would in fact sign the petition if it is doable and drawn up. The question is are there other parts of the DR that would be interested in signing such a petition?

Maybe this should be in a different forum. If so please move it. Sorry.

Since you are looking for a legal opinion, I think it's in the correct forum. Hopefully you'll be able to get an answer when Fabio Guzmán returns from vacation.

Any interested party has the right to petition a government department on a matter of his or her concern. If the petition is not accepted despite the fact that what's been requested is a legal obligation of the department, then the interested party will have legal remedies, specifically the right to resubmit the petition for reconsideration and the right to appeal to a higher authority if the reconsideration is rejected.
