Default Cedula from UK

Is it possible to get a Cedula from the UK before arriving in Puerto plata, or do i need to go to Santo Domingo to do this?

A cedula is a legal document for a permanent resident of the Dominican Republic. Are you intending to move there permanently? Even so it is doubtful the entire process to immigrate is able to be done outside the country.

If you mean a tourist card that you need when you enter the country it is possible but otherwise it only takes a minute to buy it at the airport and two minutes to fill it out before immigration/passport control.

A visa for business or study or multiple entry would be obtained at the DR consulate in your country before you arrive.
