Is it mandatory to provide the letter of good conduct? If so, where can i apply for it before i get there? Is it possible that they can just search my background with my social security card instead?

If u are not already in DR, and ur getting it from ur home country, then all u need to do it go to ur local police station and tell them u need a letter of good conduct, they will give u a form to fill out and send it off somewhere, in england it costs £10, im not sure about ne where else, all they do is check that u dont have ne criminal records and then send u something back.

Default Certificate of good conduct

One of the documents you have to file with your residency application directly with the DR Immigration authorities in SDQ is a letter of good conduct issued by the local (Dominican) police. There is no need for any letter of good conduct issued in a foreign country.

They won't search, you must get a good conduct statement. It was many years ago, but when we started the process before returning to live full time we got a statement from the State Police. At that time local police agencies weren't issuing them because they didn't have same capability as state police to plug into the police data basis. Probably that is different now.

As I recall, that good conduct statement and whatever else we had in English had to be translated into Spanish.

I dont have any priors. I was told that a number of papers such as the certificate of good conduct and a health check had to be done in both america and D.R. as well as translated. Its going to be a job getting all of this done. Will they send my cedula to an address in the us if im not currently living in santo domingo?

Default Certificate of Good conduct - From DR police

Last week I went and got my DR Certificate of Good Conduct. It was quite straight forward. They recently changed the place you can get it from, the National Police Station to a government building that i think was a museum once in Villa Juana that is six blocks from the AMET court house. Ask anyone. I paid 80 pesos and left one photo and a copy of my passport. When I deposited the receipt with the policeman he asked me to include details of marriage status, profession and address. He told me to come back in two days.
Two days later, as expected it was total mayhem. Six lines, 500 people and four policemen. I managed to tag on to the shortest line and only spent around 45 minutes to reach the front. You must ask them to look in the Extranjero file if you are not Dominican. Remember Police reports only last 1 month. For all you villians out there it appears that they run a check with INTERPOL as it had a stamp from them on the back.
You can also get all kinds of other reports such as loss of licence from there etc..
Good Luck

If you aren't here, you would be wise to have an honest attorney here helping you. I think it will be easier that way, and you will have a reliable person acting as your representative who is able to pick up your carnet of residencia when it is issued.

Default Residency requirements

The medical check-up in the initial phase of the proceedings must be done while you are present mainly in a private clinic in SDQ indicated by the Immigration department where you will have to pay for it (at present appr. 3000 RD Pesos) You have to collect your residence card and your ID card (Cédula) personally in SDQ. So your presnece is required at the beginning and the end of the proceedings. I supported and adviced foreigners in this quite a lot of times !
