Can a visitor on a j1 visa get paid a salary while visiting the US?

I am wondering if a person who is vacationing on a j1 visa from France can earn a salary while in the US? This is an ongoing thing with my employer and he pays them under the table and then 3 months later they get the regular E type visa and they resume working here in the US.
I am not familiar with the immigration laws so I am hoping that someone can help me.

Well then, there goes my question about my Kazakstanian visa I wanted to use in Somaliland (via Ulan Pradesh) to operate a fishmonger shop.
