Legal resident considered a Dominican national in Art.135 of the Labor Code ?

Is a legal resident considered as a Dominican or a foreigner in regards to Art. 135 of the Labor Code ("at least 80% of an entity’s work force must be Dominican") ?

I thought my residencia and cedula gave me all the rights as a Dominican except I can't vote

All well and good but you are a legal ALIEN resident.

FYI,"alien" means foreigner, I think
