How much time it takes to get a Cedula?

On average how long does it take for a Dominican citizen to get their cedula card?(my dominican friend who hasnt been in DR for the past 22 years wants to get one while on holiday in DR)
Is it possible to pay for expedited service?

If he has the right papers, which is basically his Dominican Birth Certificate he can get it immediately. However, they may give him an Official Certificate, which will act as his Cedula. Then he gaoes back after a certain date to get the plastic one. Usually three months, but this may have changed and maybe he will get it the same day. You can check in any Junta Electorial Office. They are all over the country.
