Default Dominican Citizenship

Can someone tell me:

I know that a person of 30 years of aye born in the USA from a Dominican Father (by birth) has the legal right to become a Dominican citizen. But if the person is already married does that change anything ??

Born in NY City now living in Chicago - What would be the steps to follow, In order to get the Dominican citizenship?
And do you have any idea about time frame of the process.
