Default Question on Dominican Passport without Citizenship

Hello. I am going to the consulado tommorow to try to obtain my passport. I am 16 year old US citizen (by birth) and my mother is from the Dominican Republic. I want to be absolutely sure if I can obtain a Dominican passport WITHOUT being a dominican citizen if my mother is a born Dominican citizen.If there is a website you can give me as a source to prove to my mother that would be great. Thank you.

I guess you didn't try to call the consulate like I suggested in the other thread. I would try to call them because I'd be surprised if they are opened on Saturday's.

Telephone number of various departments are shown on this website. Once call should also prove to you mother whether or not you will be able to get a Dominican passport.

Hey I have tried taking your advice and I have called the consulate but I can never reach a direct representative, only a machine. By the way they are open on saturdays here in NY. Thanks for the advice.

Neglito, you can not get a Dominican passport without being a Dominican citizen! You need to establish legally that you are a Dominican citizen before a Dominican passport would ever be issued to you. You are entitled to DR citizenship under Article 11 section 3 of the DR constitution but not until you are eighteen years old (18). Here is Article 11 section 3 of the DR Constitution.

Todas las personas nacidas en el extranjero, de padre o madre dominicanos, siempre que, de acuerdo con las leyes del país de su nacimiento, no hubieren adquirido una nacionalidad extraña; o que, en caso de haberla adquirido, manifestaren, por acto ante un oficial público remitido al Poder Ejecutivo, después de alcanzar la edad de diez y ocho (18) años, su voluntad de optar por la nacionalidad dominicana.
Here is a lose translation of Art. 11 section 3

3. Every person born abroad, to a Dominican father or mother, always that, in accordance with the laws of the country of birth, have not acquired a strange nationality; or in the case of having acquired it, would manifest, by request before a public official remitted by the Executive Power, after reaching the age of eighteen (18) years, their desire to opt for the Dominican nationality.


Here is the complete Article 11

1. Todas las personas que nacieren en el territorio de la República, con excepción de los hijos legítimos de los extranjeros residentes en el país en representación diplomática o los que están de tránsito en él.

2. Las personas que al presente estén investidas de esta calidad en virtud de constituciones y leyes anteriores.

3. Todas las personas nacidas en el extranjero, de padre o madre dominicanos, siempre que, de acuerdo con las leyes del país de su nacimiento, no hubieren adquirido una nacionalidad extraña; o que, en caso de haberla adquirido, manifestaren, por acto ante un oficial público remitido al Poder Ejecutivo, después de alcanzar la edad de diez y ocho (18) años, su voluntad de optar por la nacionalidad dominicana.

4. Los naturalizados. La ley dispondrá las condiciones y formalidades requeridas para la naturalización.

Párrafo I. Se reconoce a los dominicanos la facultad de adquirir una nacionalidad extranjera.

Párrafo II. La mujer dominicana casada con un extranjero podrá adquirir la nacionalidad de su marido.

Párrafo III. La mujer extranjera que contrae matrimonio con un dominicano seguirá la condición de su marido, a menos que las leyes de su país le permitan conservar su nacionalidad, caso en el cual tendrá la facultad de declarar, en el acta de matrimonio, que declina la nacionalidad dominicana.

Párrafo IV. La adquisición de otra nacionalidad no implica la pérdida de la nacionalidad dominicana. Sin embargo, los dominicanos que adquieran otra nacionalidad no podrán optar por la Presidencia o Vicepresidencia de la República.
