Default If You Lose Your Tourist Card...

can you still apply for residency?
how would one go about that?

According to the Ministry of Foreign Relations, one of the documents needed to apply for a Residence Visa are:

Department of Migration Certificate. Proof of the last entrance to the DR or two-sided photocopy of the most recent tourist card (four copies).

Yes.
They say:
"Dos fotocopias de la visa o de la tarjeta de turista con la que entro al país. En caso de perdida solicitar una certificación de entrada. Caja #2."

Wasn't your passport or birth certificate stamped by Immigration? Or have you lost those also?
