Default "first" titulo??

My father in law (I am a foreigner married to his daughter) wants to give us a piece of land (1,211square meters)which he "ownes" for more than 20years. This piece of land has no titulo. We want to have the titulo on both our names. We have a contract(not signed yet!) between my wife and I and a agrimensor in which the agrimensor legally declares: "..que la procion de terreno en la que proyecta realizar los Trabajos de Localizacion De Posesion, esta en posesion de los solicitantes"; which means(I think) we are the "rightful owners" of that piece of land. So far everything ok!

We made some inquiries how much the total "price" (incl. everything possible) will be to receive the titulo with both our names, they told us about RD$ 25,000. Now the laywer probably saw my cedula and started to dream of golden mountains; he told us it will be RD$ 50,000.
How can I find out/calculate exactly how much making the titulo on our names will cost? (The piece of land is between Bani and San jose De Ocoa if that matters and has no construction or whatever)

From the information provided I could asume you're going through a "saneamiento" process. This process is a lengthly and cumbersome one. It requires following 12 different steps over a long period of time, so either of the quoted prices seem rather low for the amount of work that is required in this case ( for any reputable law firm that is).
