Default Title of land in minors name

Dear Sir,
We are currently buying some land and having it surveyed. The land is in the childs name with the paretns as guardian. A friendly lawyer tells us that this needs to be changed in the courts before, we are able to do anything and get the title chuanged and fisnish the transaction.
Can you explain to me in simple terms what I should expect to have happen? Are there any roadblocks or language we shoud watch out for. IE. do we have to have a very good reason to want to "buy" the land since it is in the minors name?

Property belonging to a minor can't be sold/mortgaged or disposed in any other form by his/her parents or "tutores" without having an authorization from the family council ("Consejo de Familia") which also has to be later homologated in court. The parents will have to prove the family council that there's an absolute need or evident utility in selling the property. Moreover, the law states that the selling has to be done through a public bid ("Venta en Pública Subasta").

I'm an American citizen who owns property in the DR. I want to transfer ownership to my three year old Dominican daughter. She has a registered birth certificate but no cedula.

Can I give/sell her my property. If so, is the any special procedure I should follow? Thank you.
