You have to have lived in the U.S for 6 months and bought a house or started your own stable business.

Ok, I'm confused...someone has to own a house in the US to become a citizen of the DR?

That makes no sense.

Caught, you started this thread but I don't see the question. Or should I rephrase that and ask if you are asking about citizenship for the US?

drnew, are you wishing to become a citizen of the DR? Would not residency be sufficient?

I actually posted a question regarding citizenship. Residency seems straightforward enough, I was just confused as to what is required to obtain citizenship.

On one hand, it says that one must be a resident for 2 years. But, there is also the above section about 6 months with real estate or a business.

I have looked into buying real estate in the DR as well as moving a business there but was unaware of its relationship to citizenship. Just what is the above section referring to?

I was looking at: DR1 - Legal

and it says someone is eligible for citizenship after:

Most people that I am familiar with that live here apply for their residency and that seems to serve their desires.

If citizenship is your desire then the link that you mentioned explains that. To my knowledge you do not need to be a citizen or resident to own a business or property here but I could be mistaken in that assumption and will await an expert reading on that.

Not having served in the Dominican armed forces or having a letter from the president and you don't wish to live here 2 years or obtain the residency it appears that you can fast track the 2 year rule to 6 months by forming a business or purchasing real estate.

That's my take on it and hope it helps. I would imagine that there will be other replies to your question so hang in there.
