Default Need help on transfer of title deadline

My wife and I purchased a home in POP. It was a spec house, so it was built but no yet sold. We purchased it in Oct 2006. The builder asked if we would wait for the title as he was building other homes and wanted to wait until he had a few titles to submit for transfer. We said no problem. Well here it is June 2007 and no title. We were told that the people that take care of title transfers has had a death in the family and it would take little longer. Then we asked again later, we were told we don't want to make these folks angry so we will have to wait. Now we are told that because of the new deadline for submitting title transfers under a new law is April 3. This has caused a delay due to the high number of titles that were submitted. NOW, we are told the Courts have moved the date back to April 1 and we now have to have a survey done and expect to wait a couple of more months and possibly more money.

Does any one know of this new law and the date change?

Does any one know of the builder in POP named Beautiful and Elegant?

Does any one know Dr. Ramon Fermin Santos (lawyer) and Dr. Hector Fermin Santos (MD/Builder)? We think very highly of them and their family but would like to hear from others
