are the adopted children of Dominican citizens considered Dominican?

It is not automatic. The adopting parents must petition the Executive to grant the adopted child Dominican citizenship (Law #2665 of 1950). If the adoptee is a minor, citizenship will be granted only a provisional basis. The adoptee must confirm his or her wish to be a Dominican within two years after reaching legal age (18 in the DR).

I have one more question...

What if the biological father of one of the children is Dominican? does that make a difference?

oh and will they have to pay for the tourist card when they go to DR? and if so can they stay for only two weeks without penalty?
