Filming permits

I am finding it a little difficult to find out how to obtain filming permits for the DR. Do you know anything about the proccess of obtaining permission to film (for television)?
I am also unsure of whether we would need work permits. We would be bringing a crew out from the UK so would not be recieving payment from a DR source.
Any help you could offer me would be greatly appreciated!

I was told in the law office that you need to go to the municipality (s) for permission.
