Need Advice Exporting

Hi,
I have a freshwater shrimp farm near Nagua in the "campo". Please,someone help with how or who to contact to get the nessarry paperwork to export to Miami,Fl. I have buyers but do not know where to begin to get my proudct there. What about HACCP? I have tried to contact the Consulant in the Dr, Typ. BLA, BLA, with no answers. We produce over 20,00.00Lbs of freshwater shrimp every 4-5 months. But things/ sales are way down in the DR. CAFTA? or why we do no not know.
Can someone advise?
