Not much invlolved, apart from being a wise buyer.
Anyone can buy a car even if they are not a resident.

You can buy a car resident or not. One thing that I would recomend is a carfax, detailing the history of the vehicle regarding accidents, etc, due to the impotation of vehicles from abroad. It is common here to mix a motor from a wrecked vehicle with the body of another, Frankenstein mechanics!

I don't know which details you need.
If you're on the North coast, I could help you out, but if you're elsewhere, you would have to go find the vehicle you want, then see a lawyer to make the sales contract, if it's not from a dealer, get the vehicle transfered in your name and buy insurance.
That's it, that's all.
Some folks go to great lengths to check out ownership of a privately purchased vehicle, and I suppose it's wise if you're buying from a stranger.
We always buy from the same dealer and it's as simple as filling out all the forms, handing over the money, getting a few things fixed up, as there are always a few things wrong with a used vehicle, then drive off into the sunset.
We get the dealer to do the transfer for us, just to save us the grief.
I don't think that it's much different than anywhere else in the world. but if you have some specific questions, fire away.
