I just wanted to correct my previous post for OP or anyone else looking for information.
I've looked the papers over again. And while there are additional questions and information that need to be provided if your current permanent residence is outside of Canada - the process for sending in the documents is the same.
The complete package is sent to CPC Mississauga and after the Sponsor's approval the application for permanent residence is sent to the nearest issuing Canadian Visa office of the person being sponsored.
The paper can be confusing enough without incorrect information floating around.
