No. On the permit it has the gun along with the serial number. You need to buy a gun first. Also if you are not a Dominincan citizen or a Permanent Resident you cannot get a permit.

After you pay for the gun you have to take a drug test, a gun safety class, go to a range and prove yourself capable of handling a firearm, also a psychology test.
After this it will take about 2 weeks to get the permit and the gun you will get after getting the permit. This time frame could be more as this is the DR. Time sometimes becomes "DR Time".

In SD near Caribe Tours is the office that does the testing and issues licenses. There are a few gun ranges for testing of firearm awareness. Any gun dealer can point you in the right direction.

Nothing, the price of the license is included in the gun price. However the gun prices here are insane. You will pay 60,000rd for a 9mm. Over 100,000 for a Glock, if you can find one. Tax is huge on guns and ammo. Also, if you really want one you should act now, as all gun imports are forbidden at this time. So when they run out you may not be able to get one.

damn thats too rich for my blood
i was in the army for a bit here in the states and im a citizen in dr and i pretty much live there now, i do come to the states for a few months and work and save up some money and go back. Since leaving the army i have wanted to buy myself a pistol in dr, however 60 grand is insane, i was thinking more like 30, since thats pretty much just 1,000 dollars, that i can spare, but to spend 2,000 dollars on a 9mm, thats way too much.

Don't forget the cost of AMMO!! I hear the price is ridiculous, I think something like RD$1,500 for a box(50).
