Diferencias entre Cédula de Identidad y Cédula de Identidad y Electoral.
a) La Cédula de Identidad y Electoral son aquellas que tienen la categoría 01 (normal), y está habilitado para que el ciudadano pueda ejercer el derecho al voto.
b) La Cédula de Identidad: Son aquellas que identifican al ciudadano, pero que por su condición especial de categoría, 02, 03, 04, entre otras, no pueden ejercer el derecho al voto, en estos están incluidos los menores, militares, policías y extranjeros.

Yes, providing a minor with a Cedula at that age was legal and fit to be used for ID only. You couldn't get a job, vote, etc... As any adult person would.
All you need is an old BC to get the JCE to issue a new BC, fill the blanks, take the photo and get your new Cedula issued there...

pichardo im going tommorow as well to legalize my birth certificate, its the standard new york certified certificate right?

You're not legalizing the BC there, they'll issue a new regulation BC to you first and then they'll gather the data to issue a Cedula as well..
The old BC is not longer of use, other than to have it replaced with a new BC...
You need the old BC so that you can establish your Dominican citizenship and nothing else. The JCE scanned and digitized all the old records, so they know who you are from the Passport photos you or your family produced at the time such document was issued in the DR...
That's the reason why so many irregular documents are being found and their owners need to provide further proof of their Dominican heritage.
Also keep in mind that biometrics are recorded as well, when you got your first Cedula you placed an imprint of your thumbs in the document as well as in the passport...
Just don't worry and bring or fax your old BC to the JCE to get the ball rolling...

hahahhaah, i think i worded the question wrong, my mother is the one that needs to renew her cedula, her process is nothing. My process starts with me having to legalize and translate my NY birth certificate. I need that + her cedula to start the process in the DR. I was asking if the NY birth certificate is just the standard certified copy that you get at the department of health.

ok so lets see, my mother went to the JCE and she said in about 2-3 weeks shell recieve her new birth certificate, so is the cedula given to her immediatley or is this another long process?

That's why I told you that it was best to fax the old BC so that by the time she got called in to pick it up, she could file for the new Cedula and do all the stuff needed for it!
The Cedula data needs to be corroborated in the DR by the JCE records and only then will action take place in the JCE's local agency in NYC...
The whole process can be quick or take long depending on how fast the data can be corroborated by the JCE in DR...
The actual Cedula is quick in NYC after that...
That pretty much explains why it can't be given a specific time as each request can be unique!

this question is for pichardo who was kind enough to get me the information i needed. my mother got the costancia de solicitud. now where does she get the actual cedula. back at the jce????

Domenico, your mother should be able to call the JCE office to find out if they got the ok to issue her birth certificate. After they get the ok, it's just a matter of going there to have a picture taken, and the cedula should be ready within a matter of minutes. If they tell you that it'll take longer, just tell them that you're traveling from a far distance, and that you want to wait for it.
I went through this process last year in the Paterson, NJ JCE office.
For anyone else who needs to do this; you can get it done with a single trip. Just call your closest JCE office with the info from your Dominican birth certificate (cert #, place of birth, book #, folio #, etc.) so that they can get the ok to issue a new birth certificate. Once you have confirmed that your BC is ok to issue, then you can go there and finish the process as I described above.
