Default Help!! Traveling with Expired Passport?

Quick question,

My pops needs to travel to the US for an emergency. A family member passed and is being buried. He would like to travel to the services, but his passport has been expired for 2 months. Could he travel to the US on his expired passport? He is a US citizen and has a license, social and other documents. Is there anyway to get around this? Or is he just basically stuck?

I heard that the requirement for US citizens to enter the country with a passport was postponed until 2009 meaning he could enter with other documents, is this true?

All help appreciated,

He's going to have to go the US Consulate and get an emergency passport to be able to enter the US. He will need to go in the morning, and I think they can issue it that afternoon, but it will not be a 10 year passport. When he returns, he can get the normal 10 year replacement passport with a digital photo.
