As HB said it needs to be done in person and don't go looking for email addresses because they don't have them (I was told this morning).
I just called 809-586 3616 and was told that they are "Oficialia" and not a full "Registro Civil" which now would be in Santo Domingo (?). Obviously, they could not give me a phone number in Santo Domingo. But I am not partial to believe all that just yet since I know for a fact that even in Sosua records like birth certificates can be pulled.
Doing things by phone in this country is kind'a like calling a 1-800-get f'ed customer service number in the States. At the end of all day, showing up personally with a big smile and friendly attitude most always proves to be the right way to handle things.
In your case you will have to show up anyway or send a legal representative out.

You all are wonnnnnnnderful! Thank you sooo much for the links, numbers and advice! I especially loved "1-800-GET-F'ED"!! I think I've called that number many times throughout my life! Lol! Now I have a little SOMEthing to go on, instead of blindly calling my friends there and having THEM do the witch hunt. Thanks again. You all are lifesavers!

The 12 de Julio office did confirm that the Beller office could produce marriage certs. for civil ceremonies, when I asked. Now...........whether this was a case of 'it's the other guys, not us' I don't know. I did say 'well there are 8 of you here, plus a soldier guarding, so what do y'all do?' which produced a surprised silence followed by a rush of justificatory information. Including the joker who when I asked 'do you do defunciónes (death certs.)?' looked at me with a straight face and said 'No, doña, you have to be dead first'............... gotta love it!

LOOOOOL, Lambada, that is soo FUNNY! You need to send that in to Reader's Digest or something. Mercp, thank you so much for local ("local" means within the States, even if it IS on the opposite coast!) information! Every little bit helps! I'll contact her, too, if it means faster service!

Just remember that Estado Civil comes under JCE & Dominican Consuls come under Foreign Relations Dept. Two distinct entities.

Gas may be expensive, but your dox will be cheap. It is now something like RD$200 for a copy of your marriage certificate. When I first did this, it was RD$20, but you had to come first and pay, and then either wait most of the day while an old man manually typed a copy from the ONLY official book that the certificate was registered in, or come back the following day to pick it up.

(the offices seem to have one woman in the front doing most of the work, a "supervisor" watching her work, the "head of office" in a private office acting very official and receiving "guests", and about three friends watching their friend do the work in the front, hehehe)

The last birth certicate I got in my state of birth in the US set me back $50 for the certificate. And it required 3 weeks to get it.
