Undeclared Father on birth certificate? Can i claim the child?

I want to know, and i dont want anyones opinions i just need a straight answer, i want to bring my gf and daughter to the us, she is atm undeclared and i want to declare her and bring them to the us. How would i do this

Look at the lower box on the right-hand side where it says 'declaracion tardia'. The PDF files outline the procedure for late declarations.
