Default Turismo building permit

Can anybody please advise what specific law justifies the Secretaria de Turismo to issue/deny/intervene in the building process of an individual house/home in a polo turistico such as Samaná. I can understand it having jurisdiction over tourism projects, but in individual homes. What is the law, paragraph. Please advise. Thanks.

i don't live in Samaana,
but i do so in Punta Cana, also a tourism area.
any kind of construction/renovation aso in such areas needs to get it'sapproval by the 'oficina de turismo' of the specific area.
if you start a construction without their approval paper in hands they may stop you renovation/construction right away.
they do very often here in the PC area, sure looking for money also, lol,but they do.
the construction of additional teaching rooms at the private school "Las Hermanas Mirabal" where my own son gte's teached been stopped for 3 weeks because they "said" there's some kind of paper needed. the new school year sheduled to start tomorrow monday august 25th 2008 is now resheduled to september 1st 2008 because of the caused delay in the construction.
and that's not just a private home,
it is a school teaching a bunch of kids.
if you live in a so named "tourist" area you need papers from the 'oficina de turismo' for any kind of change/new construction aso.
odn't let them talk you into some 'expensive' kind of permits, the approval for such stuff is not expensive, it just can get expensive when you first started it and get stopped, so to let you move on after you did an "illegal" action brings those authorities in the position where they wanna see $$$.
just my 2 cents by experience
