Default Employment in Free Trade Zone

I have been told by several people that the 80 / 20 hiring rules do not apply the same for a company located in a Zona Franca. Does anyone know the rules or where to find them? I've looked at the labor code and there is nothing there.

You didn't look well enough. See articles 135 to 145 of the Labor Code.

Article 135 states: "At least 80% of the total number of employees of a business must be Dominicans."

Free Zone businesses do not benefit from any blanket exception to the rule.

Thanks, I read that and knew the rule but was told there were exceptions for Free Trade Zone companies. I have looked at everything I can find regarding these areas and saw nothing to show an exception.
