I see that this is somewhat dated information, but what did become of such measures in the EU and the UK?
The security level on the DR's system works completely different to the EU's...

For example:
Once the card is implemented the data key that decrypts the data requested (as each level of date will have its own encryption) is watermarked and also will be routed to the JCE's main system real time. The data stream will be analyzed and either approved by issuing a timed decryption key or flagged and immediately sending a Police anti-fraud unit to the location the card in question was presented at.

The cards, depending on the level of the data requested for confirmation, will have a dual challenge system incorporated. That's to say that both (the user and requesting party) will need to establish authenticity on both ends.

The user will be challenged by a random, never again duplicated, challenge question. The requester will also need to provide a further third piece of data known only to the user after the users input, the data will only be send after the terminal on the requester end's authenticity is verified and provided a timed certificate of challenge answer.

In effect the terminal will ask I.E: Your mother's BD is?
After the user input is authenticated, the terminal will provide a set of answer that provides I.E: Your mother’s middle name is "Santa". If the data provided by the terminal is wrong in any way, the user will be able to call a hotline to report the terminal and a quick reaction team will be in person at the site to secure the terminal, while JCE's security personnel arrives to conduct an investigation...

I effect, any bad person could gather biometric data on any other person, just as today anybody can snap a picture of anyone in any place. The security point is matching data to profile... Impossible!!!

A user that’s flagged after failing two consecutive challenges must visit a local JCE's office to remove the lock on their data, which will render their profile useless until the visit to correct the problem occurs.

The biometric data collected is done in person and even when the data, could in act be replicated by an equal device elsewhere, the person's individuality can't be done as such!

Unless a powerful cloning criminal enterprise is underway, we're safe on that end...

The odds of a breach in security are so distant, that it’s akin to hitting the lotto each day for a full year...

Don't worry! The DR will be using card-based biometric IDs for a long time before going card less!!!!

The phase 1 card costs are very steep! Not b/c of the actual cards but the system that supports them...

The next round of Presidential elections in the DR will be the first and only one 100% clean to that date, since the democratic system was adopted in the country.

On other news (I'll get spanked for leaking this now, but!):

The DR is actively looking to ban all weapons in the country today, since we're looking to adopt a new generation of smart weapons...

The new handguns will only work in the hands of authorized users/owners. Even if the gun is stolen it won't shoot any rounds without the authorized person holding it.

The technology behind them is not new but still developing today.

All guns imported into the DR and approved for all, including Police, Military, Gob, etc... Will be operated by the Police's Technological dept and the data filed. That's to say that your new gun will be fired in a lab, the bullet and all collected data analyzed and a "profile" of your gun filed there.

In the event of a crime, the data collected there will be cross matched against the data in the Police's database...

The penalty for owning a non-approved gun in the DR will be a mandatory 15 years (not at the judge's discretion). The penalty for being a criminal with a gun will be a mandatory 20 years. The penalty for using a gun in a crime 25 years and will not run consecutively with the other charge’s jail time imposed at sentencing...

Individuals with a background of domestic abuse will lose the option to own a handgun, rifle, etc... A person being prosecuted or with pending charges of domestic abuse will also need to drop their gun at the Police HQs until the case is over and the charges either dropped, cleared or in the event of culpability, a certificate issued by the court.

Use of a firearm without any threat to a person's life, will run a penalty and have the gun license revoked for a given time deemed by a court. Two strikes and the license is revoked for life.

Exposing a gun in public without an immediate threat to a person's life, will also revoke the license by the court. Two strikes and the license is lost forever...

Law of the Castle: The person's home is sacred and will provide sanctuary from prosecution if anybody is to violate the security afforded by their premises. Any person killed while breaching, entering with violence, trespass of private home, etc... Will not be cause for the homeowner’s prosecution by the law. Simple!

The new generation of guns is being tested and afforded time to bring our Laws and Police, etc... To match the intent...

It's being rolled out now...

You'll get the new card by visiting the local JCE's that's fitted to collect the biometric data (only a few are today).

Jan 1 2009 will see the use of the most offices in the JCE to this aim. There's a lot work being done there today and during the whole month of Dec.

We need to rollout as many centers as possible by then in order to boost internal revenues collection goals for FY 2009...

The new ID cards are for ALL! If you have residency in the DR you can get yours even while not a citizen!

Only people with papers in order should try to obtain the new cards!!!!


This card IS for:

If you're a legal resident of the DR, this card is for you!
If you're a citizen of the DR, this card is for you!
If you're currently employed in the DR, this card is for you!
*Banks will be required to ask all clients for the new cards or the account's balances will be send to the CB, until the owners show up to claim them.
If you're a Haitian with a permit to work or reside in the DR, this card is for you!


This card is NOT for:

If you're a tourist in the DR, this card is NOT for you!

If you're a Haitian without a permit to work or reside in the DR, this card is NOT for you!

If you're a wanted criminal in your home country or any other country with INTERPOL presence there, this card is NOT for you! *Leave as soon as you can!! While you can do so on your own free will and without shackles!!!

If you're a diplomat, foreign visitor of a DR's company, etc... This card is NOT for you!

If you're a Haitian born to Haitian parents in the DR but lack a DR's Birth Certificate, this card is NOT for you! *Regardless you must visit the main JCE's office to have a file open and later have a court issue a determination on your case on this matter!!!!!

Hi there,
I have a residency and cedula and am employed here. BUT my residency and cedula both expired a year ago. So far expired cedula is working fine for banking. What to do??? Thanks!

First you need to renew your residency in order to get the new Cedula. After a set date all banks will require the new ID for you to identify yourself to the Bank and JCE's system as well.

The expired cedula will not be accepted any longer after the set date for the new IDs to be enforced!!!!!

Your account balance will be sent to the CB and will need you too present a valid ID (new) to retrieve the account back to the old banking institution as originally it was. In effect the account is frozen and the interests will be defaulted to the CB's while in the possession of the CB...

All official documents, car registration, insurance, home titles, etc... Will require that you present the new ID as well.

All employees’ reports to the IRS will need the new ID code as well, so in effect no ID no paycheck!

The new ID will be your lifeline to all public and private services while residing in the DR! Even your water/elect bill will need the new card in order to keep or open services...

The cards will be linked to all social programs!
Your elect/gas pay rate will be set accordingly with your new ID!

Anything that requires you to provide ID for will be done with the new card on the spot!

When you buy an article a tax number will be produced so that it can be reported to the IRS. When you pay for services your ID will be used to create a unique Tax number to report the revenue collected to the IRS (Rentas Internas).


School diplomas, grades, reports, etc... Will make use of that unique number for each student.

By comparing the data from individuals tax reported per item against the data reported by industry sector, the gob can identify tax evasion by companies, large, med and small biz and take the necessary actions to correct the pattern.


As I said before here on DR1: Taxes will be collected efficiently in the DR to a larger margin than ever before!

Greetings,

What about a foreigner in the DR without citizenship OR residency but who holds a bank account? Basically what happens to the accounts of those in the DR on a Tourist visa who hold DR bank accounts? Thank you in advance...

The biometric registry started at the JCE headquarters in October. The registry of the biometric data has also taken place at prosecutors offices, leading hotels in Santo Domingo, the National Police headquarters and several media companies in Santo Domingo and Santiago, as reported in El Caribe.

Information is lacking if this is a roll out on Jan 1, 2009, and they are freezing bank accounts. I now see where the money angle is.
