Post Visa Requirements to enter DR

My Colombian wife wishes to visit the DR with me for the first time this summer. We're sort of unclear on the requirements for Colombian citizens (with permanent US residence) to gain entry into the DR.

Some Internet sites say they still need a tourist visa despite them having a US Alien Registration Card. In the event she needed a tourist visa to visit the DR, is this something she can process at the travel agency while purchasing the travel tickets, or does she do this upon arrival to the DR or is this something she needs to do stateside at a Dominican consulate/embassy?

Lastly, how does she being married to a Dominican citizen play into this?

Yes she can visit the DR w/o having to get a visa before hand, as she holds a legal US permanent residency card.

As far as her being married to a Dominican citizen, that would allow her to petition for Dominican citizenship under her husband's constitutional rights.
That means no need to file for residency but outright citizenship.

Once this is done, she'll be able to carry on as any Dominican citizen does when traveling into the country or abroad if she decides to use her Dominican Passport.
