Just a quick question.

In a Condominium Association what percentage of owners are required to form a legal Quorum & pass motions on changes to the Associations' constitution/rules?

For certain things, such as changing a public area into a private one, you need unanimity.

For regular changes of bylaws, Article 12 of the Condominium Law states:

Art. 12.- ....
Se requerirá una mayoría de las tres cuartas partes de los votos de los propietarios y una mayoría ordinaria de los mismos para dictar, modificar o sustituir disposiciones del reglamento para las cuales esta ley o el reglamento original no exijan el consentimiento unánime de los propietarios.

3/4 of the votes and a majority of the owners.

So that's 75% majority of a Quorum of over 50% of owners.
