Default where and how

i am an american citizen and my daughter was boern in the dominican republic she recently got her american passport and birth certificate from the u.s. consulate in santo domingo
i would like to bring her mother to the u.s.
what are the steps i have to take now ?
i could use as much information as possible and if possible the best way

Default Not much hope I am afraid for mother to visit the USA

If you are not planning to marry the child's mother, I am afraid you will have just about a zero chance to have her visit the US.

If you were planning to marry her you could bring her in on a K1 fiance visa, for example. It would take months for the process, but she would eventually be allowed in. Do not do this unless you are going to be married!

Getting a visitor's visa for any Dominican is next to impossible. If the mother were well off, had a long bank account history, a business, owned a home in the DR, etc, she might have a slim chance of getting a visitor's visa. In your situation, the child and you being US citizens will demonstrate to the immigration officials that the mother will wish to stay in the US and will not grant the mother a visitor's visa.

One thing that might come into play here is that the child might be able to be the sponsor for her mother to come in permanently to the US. I don't know much about that process, other than that it can take years. The web site above should have more information on that approach

Where : NEW YORK, MIAMI et al.
HOW : HIRE AN IMMIGRATION LAWYER

It is as simple as that. Go the wise route and pay some money and have this done professionally.

There are Lawyers that specialize in this.

Can only be done after the child turns 21 and can demonstrate that can support the parent in question. The law changed in 1978 and no chance of going around it.

Default Is a lawyer needed?

Once you get into the process of doing the paperwork for legal permanent residency, aka a Green Card, it is not a difficult process. It is tedious and the US government really drags out the process. If you make a mistake a lawyer would have caught, it could save a month in a process that takes many months. I was able to get legal permanent residency for two family members that are Dominicans just by following the directions and filling out the forms.

I would not have been able to get visitor's visas for those same two family members. It is very difficult to get visitor's visas for immediate relatives of a US citizen. Tantamount to winning the lottery. I don't see any way a lawyer would help with a visitor's visa.

If you are uncomfortable with the paperwork, by all means get a lawyer.
