Birth certificates for children in DR.

Please help I am trying to find out what it takes to obtain a birth certificate for my Dominican nephew he is my brothers son and his ex-wife was never declared and child is unable to study because of this catch 22 in the system . Is it possible for the father able to declare him on his own and get a birth certificate.

There is a special procedure for late declarations ("declaraciones tardías"). You may contact the civil registry office ("oficialía de estado civil").
