Since the OP has stated that his daughter has American citizenship, the information at that website is superfluous. There is a sticky on this site which lists the paperwork requirements for a child to travel with only one parent into and out of the DR. It is here:

Requirements for travel with minors

Also, your daughter will need an American passport.
