Default ATM machines problem

I know it’s my fault for trusting and I should have changed my pin number.
More than a year ago we had someone [family] use our ATM bank card to do something for us. We seldom us the card and deposit into the account seldom. Two months ago we went and made a deposit when I got the bankbook back I noticed that there was 24,000 missing. We talked to the bank manager and she said that we had used our card even that day. We told her that we have not used our card in four months. She asked where is your card and then my wife found that the card was missing. We had an idea who took the money but would like to have proof. We went to the police and got a form to give to the bank to retrieve the photos of the person who used the ATM machine she said it would take a month to retrieve the photos. After a month and a half they told us they didn’t get any photos. The person [family] who stole from my wife’s card from her purse. The card was used for four months. The person had been taking money out of the bank for four months and they didn’t get one photo. In other countries they have working cameras in the ATM machines but I guess it’s different here. Why do they put cameras in the machines if they are not going to work.

Default our problem with ATM machines...

I'm from Belgium, still have a business over there, and have to collect my money through an ATM-machine over here from my Belgian Bank Account...

This worked fine for a number of months, but the last month has been hell... almost every machine tells me I'm out of funds, while there are plenty in the account... I called my bank in Belgium... they cleared all limits (daily, and weekly limits) on my account (against their advice), but to no avail...

I can withdraw funds from Banreservas machines, but with a limit of 4000 RDS, twice per day...

As Belgium has stopped using cheques about 10 years ago, this is not a resolve...

VISA also uses those same machines... so no resolve...

Anybody knows how I can solve this?

Second question... I would like to buy a property here... what is the best way to get funds legally transferred from Belgium to the DR... and safely

Thanks

...........and get a separate bank card for each account........you can then deposit into one account and use online banking to move the money from one account to another and then use more than one bankcard to withdraw 4000 twice per day!........just a thought.....

.........it's also better to split the $$$ into separate accounts in case a card gets lost or stolen and you still have the other....

........also easy to transfer the $$$$ out of your account into the other account via online banking if your card gets lost/stolen so that the money can't be taken.........since that's when for some unknown reason, the ATM/Bank decides to give out more than 4000 per visit!!!!.........for no apparent reason!

I don't know what the limit is but I have taken out 12k pesos from the Banreservas ATM at the Playa Dorada Plaza.
I had never heard of an ATM with a limit less than 10k.

Having regularly used ATMs as my source of cash for all my visits, I recently discovered to my dismay that most of the ATMs would no longer let me take out more than a few thousand pesos.

After much frustration and research by trial and error I found that Banco Progreso allowed me to take out large sums no problem. Have done that the last 2 trips, not sure if they will change at some point, too. Was told by someone that it all has to do with too much ATM fraud so they lowered the daily withdrawal limits.

Was also told that Scotia Bank might still allow larger ATM withdrawals but never tried it once I found success at Banco Progresso.

The same is true of Banco Santa Cruz. You can withdraw almost any amount you choose. I have withdrawn RD$10,000 to RD$15,000 without ever having a problem.

I think there is a limit of around US$2000, or something, but I have never actually reached the limit.

RD$10,000 at a time is also not a problem at Banco Popular.
