Just to explain a bit of the background - Graciela was a PRD Diputada in Hipolito's administration. She (& her followers) moved to the PLD just ahead of the last municipal & congressional elections. However, she did not receive enough votes to become a PLD diputada. Then Montellano became a municipality by presidential decree & she was appointed Mayor. There were local rumblings about this from the person who thought he should have been Mayor and the period has been marked by local political strife, sit-ins, frozen bank accounts etc etc. Now the Mayor has returned to the PRD party. The game of musical chairs comes to mind

but in this instance the Mayor will not be losing her seat.
