In my dreams, I imagine such a scenario in Las Terrenas... One day, all those @$$holes with loud-music blaring from their car having those confiscated...
In my wildest dreams, I go even further... The @$$holes blaring music from the huge "bosinas" in their house's "galeria" being fined and their equipment confiscated...
But I know it will never happen...
When I remember 1997 down here, there was no real loud music, as the equipments were only available to disco-owner... My feeling is that noise pollution will only get worst...
We will all get deaf, but the @$$holes will get deaf faster (and their wife & kids as well...).
This problem won't go away...

Well as much as I would like to make the "Tim the toolman snort" and say we showed him................. we haven't. He was at it again last night.
But we have to stay persistant. Thank goodnes it goes on between 6 and 9 usually and can last from 2 to 15 songs.

The Fiscal was called at home from my back yard (where the music is very loud) and for the 2nd time was told about this and the police received 7 calls from me and my neighbours (and maybe more from others). Thanks mountainfrog, I used the Ley quote that you sent me and we sounded a little intelligent as we explained to the police that they must enforce the law before a group gathers and goes there to lynch him. Am I allowed to say lynch? There was talkm yesterday amongst the group of forming a "committee" . So I think things are taking shape.

Another neighbour explained (on another call) that if we do not get this resolved that we will be contacting police headquarters in La Capital on the advise of my Police friend and it seems that the last thing these police depots want is a call from Santo Domingo.

Within about 15 minutes It was quiet again.

The police were fed up with all of the calls and were hanging up after listening to each complaint Impatiently.

Something is going to give !

While I understand what you are trying to do, you should be careful not to "p"-off the police as someday you may need them for a more urgent situation and they may remember you or your apartment complex and chose give your SOS a low priority.
Try to befriend some of them instead and they will do what most would consider duty as a favor to you.

I wish I could recommend something more helpful on how to handle you resident DJ but I think the only ideas that come to mind are not fit to be posted on this "family" oriented Forum.
