it depends where you are, its done at a house parties or with people you know. but it is done. If you have struck up a chat with someone like the OP did and are having fun I don't see anything wrong with asking the girl, all in good fun right? Well everyone is different, 'cause I've done it, but again with people I know. I LOVE DANCING!!!

If the two girls are friends or related they mayl dance together and see nothing to it. But now if another unrelated female ask them to dance, there would be a problem.

The OP was at a car wash. It's not ok to ask there. 
House party and a car wash just don't compare dear. So I've heard

that is what happens when your female friend disappears - guys are all over you and sometimes there are 2, 3 or more wanting to dance with you - in this case it is better to just leave or tell them to form a line

right AnnaC, you seem to know a lot about car washes
Anna are the car wash discos a very new thing?? I was in the DR 2 years ago and I didn't hear ofthem.

I was dragged to one once  It's part of the true Dominican holiday. Some, whose name will not be mentioned might say it's the chopo way but who cares it was fun and very interesting. Not sure how long they've been around but I don't think it's something new. Didn't see too many tourist there.
I heard the one in Sosua is closed and now and with these new laws who knows what will happen.
