He needs to pay up either way, even if she did meet him after 7 days, IT IS STILL HIS CHILD THAT HE NEEDS TO TAKE RESPONSIBILITY FOR!

Of course he should pay up but the amount could vary greatly depending on many factors and it is not always easily agreed upon.
Once he is paying he is entitled to visitations and possibly joint custody.
He also deserves to see that the money is being spent on the child.
SOME mothers want the cash but they want to deny the father these basic rights.
There are times when the child would be better off in the father's custody and the mother should pay him support.

BUT, if the spouse claims no income on their income tax, they can get away without paying a dime.
Some women would rather not collect the child suppport so that they don't have to have the man in their child's life.
If the husband is a deadbeat, perhaps you should ask yourself if this is the type of role model you want in your childs life.

I am sorry Calico, but I haven't seen you tell us where you live. If it is here in the DR you have enourmous resources at your disposal. If you live in the states, you also have serious legal recourse that cannot be bought off through bribes.
I would push this as fast and as far as it goes.
The little boy needs to know that his daddy loves him, no matter what. Try and not distort the boy's love of his father. I know it will be hard.....
Try and tell him that Daddy is going through a rough time right now but he will be coming by soon...etcetcetc ..at least try and keep up some relation...
tough situation, but you should come out winning.

You do know that the Family Courts CAN force a deadbeat parent to get a job or be sent to jail, right?.
Where I live, here in "Alaska", deadbeat parents are POSTED in the newspapers, with warrants for their arrests, even those owing as little as 500 dollars!!.

Of course, but only when the Judge "sees" that the parent tried to play "sneaky" with the Court system. The worse thing a deadbeat parent can do is try to be a wise-ass with a Family Court Judge!. But:
When the deadbeat parent's salary "goes up", so does his their child support payments, but only if the other parents files a petition. And:
When the deadbeat parent's salary goes down, they can file a petition to have their child support payments reduced.
In my opinion, ALLLLLLLLLLL deadbeat parents should be sent to jail. If they are Dominican, they should be deported!.
