If you're into sunbathing.. the beaches in pop will suffice. I prefer Sosua myself--clear water, beautiful sand--just more asthetically pleasing to me.

Yes, I suppose it does depend on what you are up for (water sports etc)... perhaps you better give more details...

Although Puerto Plata is making an effort to clean up their beaches, it is generally acknowledged that the beaches starting at Long Beach in the East, all the way to Costambar are too dirty to swim in.
