Thanks for everyone's responses, they are truly scary. It would seem that the majority think it is OK to treat people differently depending where they come from... which basically comes down in this situation to a colour of their skin ... this to me is shameful.
And for those 'foreigners' that have relocated to the DR.... obviously you will always pay double for everything. Whether you are retired or not, whether you are working at a charity with no money or not you will of course always be happy to pay double. Oh and not forgetting those that disagree and say no we live here so we pay the DR rates then when you go back to your country you are then happy to pay double because you would be a foreigner.... either way it just does not work.
My educacion has been you should not justify discrimination or provide excuses for it like people don't earn enough etc. There are many examples in history of what happens when this attitude is applied.
For me it's got nothing to do with it being a tour, nothing to do with the actual cost, it's just the 1st class rate and the 2nd class rate. It could have been a loave of bread and I would still disagree with it.
And just because I live in the UK doesn't mean I am English however many of the posters made assumptions that I could not possibly be Dominicana and disagree with the norm... could I?

And the dreadful story used as an example of discrimination by Lambada is not discrimination. That story demonstrated judicial failings and politcal failings but not discrimination.
(Definition of discrimination: "unfair treatment of one person or group, usually because of prejudice about race, ethnicity, age, religion, or gender")
It did not say in the link you provided that the girl was raped by foreigners because she was dominican and that it was ok. Or if it did then apologies because I did not see that statement.
And obviously it goes without anyone saying that my comments will no longer be accepted on this forum because I have dared to have a different opinion. Because it has been decided by moderator that I am 'shameless' now because I have had a different level of education and therefore have different views. This act of changing my status by the moderator is actually a discriminatory and dictatorial act because I have disagreed with everyone.
Perhaps if the posters read the book "ONE" they will understand what happens when you just accept something because that's the way it's always been, right or wrong.

Higher rates for non-Dominicans
This thread has had some very good points raised in it but, like so many others has unfortunately ended up as a slanging match. I am a Brit, living in the UK, like to think of myself as half Dominican because thats where my heart and soul are (sorry, very corny), but circumstances mean I live here.
In England we have a minimum wage, it is illegal to pay an employee less. Dominicans do not have that "luxury" - in many cases they are lucky to be paid at all - there are many unscrupulous employers around. We have free healthcare, subsidised dentistry, a welfare system. They have nothing, nada. If you look at the thread in Living entitled "How do they survive" you will see that we can hardly compare the two countries in terms of earnings and poverty levels.I have been a visitor/resident for 12 years and I have never worried about Dominicans being charged at a lower rate for things -tours, hotels etc. I dont mind paying RD$1000 for a hotel room in Puerto Plata when a Dominican pays RD$700 - £15 is a great rate. If they earned the same as me I would expect them to pay the same as me, but they dont. Please dont call this discrimination. Its one of the facts of life in the RD - try and accept it.

Your INTERPRETATION of what was written, how it was written & WHY it was written is only matched in it's idiocy as the bigoted manner you wrote it. You have not for one minute understood the underlying messages that were being conveyed - possibly because you did not WANT to understand them.
For this reason I am delighted to see you pass on to another arena to spew your bigotry. We members of DR1 may not always agree with things that happen in this country & many of us battle daily in trying to improve matters. To be told we are not good people because we recognise the limitations of our influence is as insulting as it is in error. YOUR inability to see that TOURISTS also come from Latin American countries, African States, The Caribbean countries, Black Americans & Europeans, Asians & the like, demonstrates YOUR bias and thereby rejects your argument of discrimination due to COLOUR in a heartbeat. 
We do NOT pay double here as we have learned to negotiate (warmly & nicely as is the culture here). Neither do I pay double in the UK when I return for short visits. Due to the miserable attitude of Brits (a bit like yours) these visits are becoming more rare & a lot shorter when I HAVE to go. NO WAY will I be returning to the UK to live - to many disgruntled people around!!

Yes...but I always notice how in the DR people expect everything to to available to them at a "discounted rate" or "cheapy cheapy" since its the DR!!!
Recently when travelling through POP aiport and waiting for the coffee I had bought, the gentleman in line behind me( who hailed from a large NA country!!) had the nerve to say to the cashier .."mucho dinero" when paying for his USD$2 cappucino. I asked him if has has ever had the pleasure of travelling through ANY NA aiport and then getting a rude awakening at the cost of things. For the price, it was an excellent cappucino!
PS I know this doesnt pertain to foreigners but it is still the expectations of gettting a "free ride" in the DR.

When I came to Canada in 1987,,,I felt very alone and missed my island big time,, never wanted to become Canadian as I was felling like giving up my identity,,, When I met my husband in Toronto I told him that if I ever married a Canadian guy, my name was going to be carried like Dominicans do...CB de XYXYX..... I was very patriotic!!!!! I changed my mind when in 1995 I was detained on my way out of the island,,, because I didn't "look" as if I live in Canada. I didn't have 3 rows of gold chains on my neck and was wearing a pair ripped-raggery jeans, they let my husband and the kids (all Canadian) go to the waiting area and I had to stay behind until they tsted and tested my Dominican red passport!!!!,, that same year I became Canadian.
After that there is been many times when I use my husband's skin colour to my benefit,, like I was told at Avis,, NO CAR,,, and they rented one for him,,right after they told me NO CAR. At the airport I give him my suitcases and he never gets stopped,,, me as soon as I come out they pull me over and check mine to find his clothes,,,, we never check out togeher!!!!
If anything,,, Dominicans treat tourist better than their own!!!!!! Believe ME I HAVE BEEN THROUGH IT,, N YES I AM SHOUTING,, that makes me very upset.
So chill, is not OK,, but is the way of the island.
