Seeking a heavy-duty cloth.

Please, does anyone know in LT/Samana/Sanchez area any shop where I can buy some water-resistant heavy-duty cloth? Light color, strong? Preferrably nylon, but possibly sail-cloth or duffel, will need about 16 sq.m. for a tent. Also, an advise on artisans who can sew such cloth will be appreciated.
