Interested as to why you ask the question?
I rate a "4" and have been 5 times. Think the all in buffet should be brought back as the price for food since this ended seemed a little high to me!

I think we need clarification here. Are you talking the Marine Park, the Casino, The Night Tour & Show. OR are you asking how it rates as an overall tourist attraction?
I would vote differently on each part.

If your comparing it to other tourist attractions in the DR, then it's years ahead. If your comparing it to major tourist attractions around the planet, then it holds it's own with some of the best.

I Visited The Casino Just Before "Opening Day"
It was like stepping into another World!
Something out of "Disney Land"!
VERY Impressive!
The Marina area was filled with International "Mega" Yachts!
Looked like a "Mina" Montecarlo!
The place is run like a cruise ship.
I have never seen anything like it in the DR!
I would place it at the top of any "MUST SEE" list in the Carribean, much less the DR
To give it "ONLY" a "5" would be an injustice!

I agree with CC
I have been 2 times now and I have lost track of how many people I have recommended to go. Ocean World will be one of the first places I go when we come back shortly. When we move to the DR this year, all of my friends and family who will be coming down, all are excited to be visiting Ocean World as well, ( I think they are more eager to see Ocean World than me lol). Anyway on a scale of 1 - 100 it is 110 to say the least. and far better than any Disney World, land etc. Keep up the great work .

a lot of tourists dont go because of the price(I usually ask if they have been)...they say they see the same in say America at a cheaper price.$50 odd dollars is quite expensive ..if it was $40.00 I think more people would go more often

Over the years of living here I have become quite 'Dominicanised' on prices & to be totally honest I considered the cost of entry to be high .............. BUT I HAD NOT VISITED IT THEN!!
My Mother, sister & nieces arrived in October & wanted to visit Ocean World Dolphinarium & to swim with the dolphins as an experience. I offered to take them in & was totally taken aback by the whole set up!! Clean & tidy .... certainly. Friendly & efficient staff ....... ABSOLUTELY. Well run shows, care of animals, birds & fish ....... definitely. There was shade when/where you needed shade, sun when you wanted to swim (& sunbathe), reasonably priced buffet & soft drinks ............... The whole area was (as CC described) run like a well captained ship - everyone having something to do & getting on with it without a moments hesitation & absolutely NO moaning!! The ONLY drawback of the whole day was getting the photographs organised at the end of the day - 20 minutes turned out to be 40 & THAT was with a little bit of 'friendly persuasion' by yours truly mentioning a certain person's name at Ocean World!! (Thanks Stefan!!).
Whereas before I wouldn't have put it high on the 'To Do' list when in Puerto Plata, I have revised this to now being 'a very good day out & well worth the money' excursion. Remember, I am a resident in the Puerto Plata area & these things don't excite me as much as they might visitors to the island!! Get there for 10.30(ish) & have a restful day looking at ALL the exhibits/shows etc. Don't try to rush Ocean World, it is far too multiple in it's attractions to do in 4 hours!! ~ Grahame.
