Have you considered a local (non-tourist oriented) agent? Stateside, agents also help with finding tenants for landlords (especially in this down market).

Hey, thanks for the suggestion. I have started to distribute a requisite sheet to "Dominican" RE-agencies in town. Most of them don't have a web site... so they are not tourist oriented or dearly failing in their attempt of catering to tourist .
If I don't have any luck, I might start contacting those who have homes for sale in the target neighborhoods for a long time period. Maybe, after failing to sell for more than a year, an owner may be interested to rent instead.

Too bad your not interested in Sosua. I know of a place that has somewhat of what your looking for, even has a pool. With-in budget.
