Need advice about apartments

me and my girlfriend are looking for an apartment in the cabarete area for 3-4 months in the summer. not this summer but next summer from may to august.
here are my questions lol
1) whats the best thing to do, just rent over the internet or book a hotel room for a week while we are down there and then find an apartment to live in?
2) is it true that its only a RD 60 fine if you stay for longer then 90 days?
3)any other advice?

1 Year - 1.5 Years: $3500 Pesos
1.5 Years - 2 Years: $4500 Pesos

3-5 Years: $12000 Pesos
5 Years+: $15000 Pesos

and I would book the hotel room for the week and rent the apartment when you see it, not over the internet... then you can actually see how big it is.
