What's not safe about it, besides being near the prison.
Been in Altos de Rafey area many times, no problems.
Have a friend that has had a house there for years.
Lots are large sizes and houses are large,
not a "tin roof home" area..
Access is not through the same road as that to the prison.
The 2 roads are separated by Hoya de Lima.
My wife's cousin used to have a pool parlor
in Rafey.
Been there many times at night.
My Dominican wife objects to "Altos de Rafey" solely because our friends there say they get the smell of the city dump depending on wind direction.
Some settlement issues perhaps, as a few of the homes have block walls that are tilting.
Personally I like it there, had it not been for the wife's objection would like to have bought there.
My friends house is second from a triangle corner (An empty lot), I would love to buy his house and the empty triangle corner.
