Depends on the price you would be paying now.
The safest way to make or keep money safe (value), is to do most of your homework at buying time. Get a good feel of the prices within and outside the development... the REAL prices, not just asking prices. It is very difficult around here to find out how much or how little got really paid on a transaction. A good, reputable and loyal lawyer could give you some insight, more than the commission hungry "agent", many of whom are starving right now (have him work for you or keep eating
arroz vacillo for yet another month

).
Perla Marina is stable. It's slowed down, and needs some up keeping. Although some may want to suggest it, it is NOT comparable to SeaHorse Range. Security may not be what sellers may want you to believe (not just there).
Try to make "friends" with local residents. Most will most likely not tell you about all the defects or anything bad at first, but if you find somebody who is not selling, maybe you will get some insightful information here and there which would allow you to get a bigger picture.
I don't know how long you have been here, so let me just repeat the already many times repeated:
It would seem the consensus opinion of this board that one should NOT commit any serious monies (like buying RE) into this country BEFORE having lived here for AT LEAST 6 months. It has furthermore been recommended to RENT within the target area for a couple of months before buying.
