The best way would be to combine the two. Rent / get a truck and start driving (don't worry, you won't drive any worse than any other trucker here) and you can learn while driving.
Bring along anyone who has lived in New York or Southern California, and soon you will be leaning out the window yelling English (you stupid mother-trucker, why don't you watch where you're going? ) etc.
Seriously, if you are not Dominican, I don't think there is a snowball's chance in hell that a foreigner will drive truck here, for others or even themselves. The trucking mafia would never allow it.
