Default Slum Near National Palace

I was in DR recently with my mother and father who were both born in DR, Barahona and in the capital. They left DR in 1970 and have been here in the US since, only going a couple of times a year for vacation. While my mom was busy showing me were she grew up in the capital we happened to go past the national palace and through a congested slum area. According to my mom and as much as I remember I think she said the area was called San Carlos or San Juan. Any information on this area? History? Plans to revitalize the area? According to my mom it wasn't so slummy when she lived in the capital. Reminds me kind of the slums around the White House in DC.

Let's leave race out of it, OK?

I'm not saying that it's a slum because of the Haitians. I'm just trying to describe the area. It's is a heavily populated Haitian neighborhood as well as a slum. I have nothing against Haitians and am not a race baiter. I'm just describing the area.

Jesus, oops I guess should leave religion out of this posting. Now I'm NOT saying that it's a slum because of the Haitians. I'm just trying to describe the area. How should I describe it then? It's is a heavily populated Haitian neighborhood as well as a slum. I have nothing against Haitians and yes it's my first post but I have to start somewhere. So what's the big deal, yes I'm a first time poster but your acting like I can't get the job because I don't have experience but how am I supposed to get experience if I don't get the job? I'm just describing the area. Just like I would give a description of someone wanted in a crime, ie male, white, 5'7" 200lbs, nothing wrong with that if it's the truth. Or should I be politically correct and leave race out of it because someone might get offended? I was just curious about the area as was hoping someone here could offer some information. There is nothing wrong with a slum as I grew up in some of the worst economically disadvantaged areas of NYC and DC. I just found it interesting that it's so close to the national palace and how similar that was to the White House and DC area.

Is far as I know, and as far as I've seen, San Carlos is not a Hatian neighbourhood, there might be a few there, but it is mainly dominican. I believe it is one of the oldest neighbourhoods in the DR, and has a fairly high crime rate. I've stayed there on a couple of occasions at an apartment there that is used to house german interns. You think they could have chosen a better location! That's about as far as my knowledge goes.
