If this is for use in the U.S. embassy then I would suggest going to the small foto studio/canteen combination that is right across the street from the compound. The U.S. is quite particular over the size of the fotos and many of the standard passport fotos issued by the numerous film developing places throughout the city are NOT the right size.
As for sending something to the U.S. then I would say fedex if it is an envelope or very light.
